He refuses to work in an office and instead lingers in coffee shops and restaurants of three-star hotels, ordering nothing but coffee and water and hanging out the whole day with birds of the same feather. All they do is discuss "business" plans, pretending to have extraordinary vision, but forever launching dubious projects that never come to fruition. The hotels allow them to overstay because they are very well-dressed and make the coffee shops and restaurants look like they have respectable clients.
